Welcome to PRIMO

PRIMO is a comprehensive peer review management and Applicant Notification System (ANS) for Institute of Education Sciences (IES). This system – used by IES staff, reviewers participating in IES peer review activities, and individuals and organizations who have submitted grant applications for peer review – is critical to fulfilling the primary responsibilities of IES.

For Applicants (Principal Investigators and Authorized Representatives): Prior to submitting an application, potential applicants may submit Letters of Intent (LOI) through https://iesreview.ed.gov/LOI/LOISubmit when competitions are open for LOI submission. Please see the IES Request for Applications (RFA) for the research competition in which you are interested for more information about submitting an LOI. RFAs for active competitions may be found on the IES website: https://ies.ed.gov/funding/.

PRIMO does not accept applications for IES Grants. Applications must be submitted through Grants.gov. To find out more about how to submit an application, please read the RFA for the research competition in which you are interested, and go to Grants.gov to complete your registration. After an application has been submitted to Grants.gov, PRIMO serves as the portal through which applicants can check the status of their application as it moves through the Peer Review process.

For Reviewers: For reviewers participating in peer review panels or reviewing grants and reports, PRIMO supports the entire peer review lifecycle from application receipt through review and scoring.

For Administrators: PRIMO allows Institute staff to closely monitor the progress of all aspects of the peer review process.
